On 16.01.2014, the project of urban planning details, scales 1/2000 (the planning sector) The existing Center of HCMC (930 hecta) will be offcially announced at the exhibition of the Department of Planning – Architecture Ho Chi Minh City (168 Pasteur, Ben Nghe Ward, District 1). The event will be opened from 15/01/2014 to 28/02/2014 with variously related photos, maps and models.

The Centre will have five functional areas:

According to the approvement for the project, the existing Center of Ho Chi Minh City is planned into five functional areas including: the central core of trade-finance; the center of culture and history; the West part of the Saigon River; low level area; and the central core neighborhoods. In particular the following:


Sector 1: focusing on the city’s trade-finance function, it is also the core business and commercial center; developed with business –n commerce function; hotels, travel, administration and public services. The whole area of 92,3ha, is within the boundaries of District 1; limited by: its North and East is bordered by Ton Duc Thang and Le Lai street, on the West by Le Thanh Ton street, and on the South by Pham ngu Lao and Ham Nghi street.

Sector 2: focusing on the function of culture and history, it is the historic cultural center axis, axis among Le Duan street; developed with the function of culture, business, commercial, residential, tourism and education; the whole area of 212,2ha, is within the boundaries of District 1, limited by: the North is bordered by Thi Nghe canal and Hoang Sa street,, on the West by Nguyễn Thị Minh Khai street, on the South by Cong Quynh street, on the East by Le Lai and Le Thanh Ton street.

Sector 3: is the new development areas are multi-functional, ocupied from the Saigon bridge to Tan Thuan bridge, it’s a part of Binh Thanh district, district 2 and district 4 (limited by: on the North bordered by Saigon bridge, on the West by Nguyen Huu Canh, Ton Duc Thang street, on the South by Nguyen Tat Thanh street – Kenh Te and the East by Saigon River), the area of about 274,8ha.

Sector 4: the area has many French style colonial era Mansion House; developed with residential, cultural, educational and trade in lower part of District 1 and District 3 (limited by: the North bordered by Thi Nghe canal and Hoang Sa street, on the West by the Vo Thi Sau street, on the South by Cach Mang Thang Tam street, on the East by Nguyen Thi Minh Khai street), the area of about 232, 3ha.

Sector 5: is the neighboring areas of the South, developed as business and commercial function followed from the centre of commercial – financial area, it’s a part of District 1 and District 2 (limited by: the North bordered by Ham Nghi and Pham ngu Lao street, on the West by Nguyen Thai Hoc and Cong Quynh street, on the East by the Ton Duc Thang and Nguyen Tat Thanh street), the area of about 117,5 ha.

Architectural urban landscape: Conservation and Development

According to the design, architectural space planning, the urban landscape in sector 1 will be built towards preserving the historic landscape. Therefore, there will be strictly height controlled for construction around those buildings with historical value such as The People';s Committee of the City, the Opera House, the Ben Thanh market ...; but around metro station area will allow high-rise buildings.

Sector 1, with the development of the underground metro station, the underground space, including the subway, shopping areas and parking will be developed along Le Loi and Nguyen Hue street. The Metro will become the urban axis, strictly control the construction works to gradually transition it into the shopping area (the future pedestrian routes).

Sector 2, the majority of the land is still have low construction density (hospital, University, cultural, administrative, religious, public park) therefor the project will keep its open space, with the green of Le Duan Street to align its historic buildings and landscape. In particular, Le Duan street connect with The Independence Palace, and Saigon Zoo will be the Green axis characteristic of the existing Centre by incorporating public space into the works. Therefore, Nguyen Thi Minh Khai';s the main line which has great width, and should be allowed the construction of high-density development, with complex functions. For the remaining areas of sector 2, there will be an arrangement of low and medium density ...

Sector 3, there will take shape of the culture parkalong Sai Gon River, recreation public space from Saigon River to Tan Thuan bridge. To ensure the access of citizens to the entire green area along the River, according to the Mr. Ho Quang Toan, Deputy Director of the Architectural Planning Department, the current Ton Duc Thang street will be subterranean – above the tunnel is the River Park; and Le Loi street will be extended from the Opera House up to Ba Son area with the street width of 56m.

The orientation e along Saigon River are for high-rise construction development (at the current port area after relocation) with low construction density, follow with the principle of building height from low to higher gradually toward to the riverside. The area will become high-rise centerpiece at every transportation hub connect between existing center with Thu Thiem new urban area.

Sector 4, featuring place, "mustering” place of French Villas therefor they should be controlled to preserve, limiting the development. Meanwhile, sector 5 will be for high-rise development in the location near metro station along the way, Ben Thanh, along Ham Nghi st., Ben Nghe cannel and the last part of Nguyen Thai Hoc street to district 4 with commercial and office functions. In particular, with the city near Ben Thanh metro station - line number four, bus and tram –  the maximum height will be allow is approximately 200 m.

According to the project’s content, the central green area will be added along Sai Gon riverside, different green part among the area will be connected by green lanes (trees). Beside of the current transports, the noteworthy point in the project is that it showed the city will develop faster bus from Ben Thanh to district 4; and tram along the Sai Gon river, v.v…

Furthermore, a number of important areas in the central zone are being planned in details like the 23-9, Ba Son area ... ( PlanIC)
